本次招标范围为跨河电缆及配电网EPC项目所需水上及陆域施工机械租赁服务，涵盖设备提供、操作人员配备、设备维保及燃油供应等全过程。招标内容主要包含两大类：一是驳船租赁，要求提供200吨至250吨平板驳船用于材料运输、电缆盘转运及水上作业平台搭设，并配备甲板货驳用于大型设备调遣，同时提供相应拖轮配合移泊定位，所有船舶须持有有效船舶证书并满足内河航区安全要求；二是船式挖机租赁，包括20吨至30吨级水陆两栖挖掘机用于滩涂及浅水区沟槽开挖，以及配备浮箱平台的水上挖掘机用于深水区河道作业，并配置臂长18米以上长臂挖掘机用于岸坡修整，所有水上机械须具备良好密封性及防沉陷能力，操作人员持证上岗。租赁模式采用干租与湿租结合，投标人负责设备、操作人员、燃油及日常维保，特种设备人员须持证并配备救生及环保应急设施。投标人须具备水路运输经营资质，所投设备符合排放标准并购买足额保险。租赁期限暂定数月，按月结算或台班结算，设备故障响应不超过规定时限。报价须包含设备租赁、人员工资、燃油、调遣费及税费等全部费用。
 
The scope of this tender encompasses the rental services for waterway and land-based construction machinery required for the River Crossing Cable and Distribution Network EPC Project, covering the entire process including equipment provision, deployment of operating personnel, equipment maintenance, and fuel supply. The tender content mainly consists of two categories: first, barge rental, which requires the provision of 200-ton to 250-ton flat-top barges for material transportation, cable reel transfer, and construction of waterborne working platforms, along with deck cargo barges for mobilization of large-scale equipment and corresponding tugboats to assist in shifting and positioning—all vessels shall hold valid ship certificates and comply with safety requirements for inland river navigation zones; second, amphibious excavator rental, including 20-ton to 30-ton amphibious excavators for trench excavation in tidal flats and shallow water areas, waterborne excavators equipped with floating pontoon platforms for deep-water river operations, and long-reach excavators with a boom length exceeding 18 meters for bank slope trimming—all waterborne machinery shall possess good sealing performance and anti-subsidence capability, with operating personnel holding valid certification. The rental model adopts a combination of dry lease and wet lease, whereby the bidder shall be responsible for equipment, operating personnel, fuel, and routine maintenance; personnel operating special equipment must hold relevant certificates, and the equipment shall be equipped with emergency facilities for lifesaving and environmental protection. The bidder must possess the relevant qualification for waterway transport operations, and all proposed equipment shall comply with applicable emission standards and be covered by adequate insurance. The rental period is tentatively set for a number of months, with settlement to be conducted on a monthly basis or per machine shift, and equipment failure response time shall not exceed the specified limit. The quotation shall include all costs such as equipment rental, personnel wages, fuel, mobilization and demobilization expenses, and applicable taxes.
五、资格要求与合同条件
1.为履行本施工合同，投标人至少应满足本招标项目的施工资质等级：具备船舶类设备专项资质，船式挖机及特种设备专项资质，并已通过中国电建集团江西省电力建设有限公司的资格审查，并成为中国电建集团江西省电力建设有限公司的合格分包商。
To perform this Construction Contract, the Bidder shall, at a minimum: possess relevant experience and a proven track record in similar projects (with no specific construction labor grade required), have passed the prequalification review by PowerChina Jiangxi Electric Power Construction Co., Ltd., and be registered as its approved subcontractor.
投标人必须具有独立法人资格，本项目不接受以联合体形式的投标。The tenderer must possess independent legal person status. This project does not accept bids submitted in the form of a consortium.
为具有被授予合同的资格，投标人应提供令招标人满意的资格文件，以证明其符合投标合格条件和具有履行合同的能力。为此，所提交的投标文件中应包括下列资料。To qualify for the award of the contract, the tenderer shall furnish satisfactory qualification documents to the tendering authority, demonstrating compliance with the tender eligibility criteria and the capability to perform the contract. To this end, the tender documents submitted shall include the following materials.
有关确立投标法律地位的原始文件的有效复印件及原件扫描件（包括营业执照、资质等级证书、安全施工资格证、法人代表证或委托代理人证明书等），复印件需盖原章。Valid photocopies and scanned originals of documents establishing the legal status of the tenderer (including business license, qualification grade certificate, safety construction qualification certificate, certificate of legal representative or power of attorney for authorized agent, etc.), with photocopies bearing the original company seal.
按规定的格式填写公司的组织结构和拟在本工程担任项目经理及施工现场管理、主要施工人员的情况。A completed organizational chart of the company in the prescribed format, detailing the proposed project manager for this project, on-site management personnel, and key construction personnel.
按规定格式提供完成本工程拟采用的主要施工机械设备或工机具情况。A list of the primary construction machinery, equipment, or tools proposed for use in completing this project, provided in the prescribed format.
完成的与本工程相似的业绩及其合同履行情况。A record of completed projects similar to this one, along with details of their contractual performance.
中标人在接到中标通知书后5个日历日内开始合同谈判，并在10个日历日内签订完承包合同。The successful bidder shall commence contract negotiations within five calendar days of receiving the notice of award and shall complete the signing of the contract within ten calendar days.
